National Board Certification

National Board Certification (NBC) is an advanced teaching credential and a challenging professional development experience offered by the National Board for Professional Teaching Standards (NBPTS). NBC is a voluntary certification system based on high and rigorous standards for what accomplished teachers should know and be able to do, and consists of an innovative two-part portfolio and assessment center process that spans several months. Candidates must have at least three years of documented experience to begin the process.

Candidates are charged a $65 registration fee and a $2,500assessment fee to begin the certification process. Some WEA locals have negotiated programs where local districts will help offset that cost or pay it upfront through a no-interest loan. Washington State now offers a $2,000 Conditional Loan to candidates.

Upon attaining National Board Certification, teachers are paid an annual $5,000 salary bonus for the life of their National Board Certificate; the $5,000 base bonus factors into retirement. Teachers working in high-poverty schools (defined as 70 percent free and reduced price lunch at the elementary level, 60 percent at the middle/junior high level and 50 percent at the high school level) receive an additional $5,000 annual bonus. This high-needs bonus also factors into retirement calculations. Additional incentives include: 45 clock hours from the state for submitting National Board requirements and another 45 clock hours upon attaining National Board Certification. Nearly every state offers reciprocity to National Board Certified Teachers (NBCTs), allowing them to bypass many state licensure requirements for entering teachers.

WEA offers support for National Board candidates with two professional development classes: Jump Start and Home Stretch.

UW offers both face-to-face model and hybrid model. Orientation in summer. First regional group meeting in early fall. Additional regional meetings from September-April 2010. Four cert-like group meetings at UW Seattle on selected Saturdays from 9-1. Candidates have access to UW NBPTS website with online resources and access to NBCTs in all certificate areas. Approximately 40 hours of meeting time (clock hours available) coordinated with WEA’s Jump Start orientation. Small cohort groups meet approximately every three weeks from July/August through April with one or two Nationally Certified facilitators. Support includes articulating the process, giving specific feedback on candidate entries, organizing materials, providing assessment center help, and supporting retake candidates at no extra charge. Our goal is a cohort ratio of 1 Nationally Certified Teacher for 5/6 candidates—smaller cohort groups equal more individual help.
