Job Description - Lead Lobbyist - WEA Public Policy/Governmental Relations
Position: Lead Lobbyist
Supervision: The successful applicant functions effectively as a team member of the Public Policy Center of the Washington Education Association. This position reports to the Director of the Public Policy Center.
Location: The WEA Olympia office is located approximately two miles from the Capitol in Olympia and 40 miles south of the Washington Education Association headquarters office.

Essential job functions and responsibilities
- Works as a member of Washington Education Association's Public Policy Center in Olympia; assists in planning, developing and implementing WEA's legislative agenda with members, staff and managers
- Interprets WEA's legislative program to members of the executive and legislative branches of state government, including state agencies
- Translates WEA positions into fiscal formats and fiscal proposals as required by the state budget and the Legislature
- Responds to member requests regarding policy issues that are in the lobbyist’s portfolio
- Researches, develops and delivers testimony before appropriate committees of the Legislature
- Maintains contacts with the staff of legislators, state agencies and executive offices
- Assists in development and delivery of member training on legislative and certification issues
- Monitors activities and testifies as needed before the State Board of Education (SBE) regarding development and adoption of rules and regulations
- Monitors educational employee certification and preparation issues/procedures and facilitates Association's member activities regarding same
- Other duties as assigned by the Center Director
Minimum job requirements
- Bachelor's degree and experience in legislative, political, and agency relations activities
- Demonstrated history and/or experience working with communities of color and/or with historically underrepresented groups to enhance civil rights; experience with union activism and/or political engagement on behalf of civil rights issues
- A thorough and comprehensive knowledge and understanding of the state and federal legislative and political processes
- Ability to cultivate and maintain strategic relationships with key legislative and regulatory officials and staff, including both elected and appointed officials
- Ability to work with WEA elected leaders, managers, staff and members demonstrating an understanding of sound human relations practices
- Excellent interpersonal and human relations skills and the ability to work with others from diverse backgrounds and cultures
- Understanding of and experience in dealing with public agencies that monitor and enforce laws and regulations that impact the political activities of individuals and groups
- Knowledge/understanding of Washington State budgeting processes, revenue and tax structures, state education allocation formulas, and K-12 budget program structure, including OSPI financial reporting and data collection systems
- Experience researching fiscal issues and proposals culminating in recommendations for policy makers to advance quality public education
- Ability to evaluate, analyze and communicate with others effectively about fiscal and financial packages and their impacts
- Ability to work under pressure in a self-directed, calm, and efficient manner - with an ability to inspire others
- Knowledge of and demonstrated proficiency in a variety of training methods, materials and technologies
- Ability to obtain a valid Washington State driver's license, possess a satisfactory driving record and have a dependable automobile for Association travel; proof of automobile insurance with liability limits of at least $100,000/$300,000 required
- Support and advance the WEA mission, goals, core values and priorities
Preferred job requirements
- Experience with a large membership organization
- Advanced degree desired
- Experience in local, state and/or national employee or political organizations dependent upon volunteer membership
- Experience as a lobbyist or other political experience with a focus on K-12 and higher education policies
- Prior membership in a union and/or understanding of union history and values
Salary range and benefits
Annual salary range: $109,304 to $155,912 / yr. – Level V
