Job description — UniServ Director – WEA Olympic (Two positions available)

Supervision: The successful applicant will function as a member of the Advocacy & Organizing Center of the Washington Education Association. The representative shall report to the Director or Manager of the Advocacy & Organizing Center.

Location and Demographics: The WEA Olympic Council is located on the scenic Kitsap Peninsula.  Trees and mountain views surround the office.  It is a short five-minute drive to the Hood Canal floating bridge and less than thirty minutes to either the Bainbridge/Seattle or Kingston/Edmonds ferry.

Living in Kitsap County provides the best of both worlds – proximity to outdoor activities in the Olympic Peninsula and Puget Sound  - or small, unique communities known for local eateries, shopping and the arts.

The Council covers a large geographic area; 25 miles southwest of Shelton to Neah Bay and from the Puget Sound to the Pacific Coast.  WEA Olympic represents 33 locals: 1 Community College, 10 K-12 ESP and 22 K-12 EA units ranging in size from 4-750 members.  Overall membership stands at approximately 5,200 members.  The locals are comprised of committed and caring members and are led by engaged leaders willing to work in solidarity with each other and the Council.

Our Council team consists of four UniServ Directors, two Field Assistants, and the Council President.  We have a strong collaborative culture in our Council.

Primary responsibilities of the position

  • Assist the WEA in the development and implementation of systems, programs and organizational strategies that create a member-driven culture of organizing and advance the goals of the WEA. 
  • Assist the WEA, through cross-functional collaboration, in developing and delivering the dynamic organizing trainings for leaders, members and staff that will support organizing campaigns.
  • Organize to build a strong union at every local worksite.  This position will assist the organization in building and exercising power at the state and local level.
  • Help facilitate the creation of local organizing structures that build capacity, full member engagement and mobilization around identified local and state issues.
  • Participate in developing and delivering programs for Leader, Member and Staff growth and development goals.
  • Coordinate professional development/training efforts to address member professional issues and needs.
  • Support state and local advocacy efforts as assigned, including, but not limited to:
    • Participation in developing and delivering local, regional, and statewide member, leader and staff trainings relating to issues with member rights, advocacy, collective bargaining, bargaining campaigns, leadership and organizational development, strategic planning, internal organizing, community organizing and new member organizing
    • Working with leaders and staff to develop organizing and action plans and assist in execution and review of these plans

  • Work effectively as a team with other staff in carrying out the assigned responsibilities
  • Work collaboratively with staff, work teams, locals/districts and community groups where appropriate
  • Develop organizing activities within the local that assist locals and members in achieving their goals and the goals of the Washington Education Association
  • Support and advance the WEA mission, goals, core values and priorities
  • Promote and support education restructuring and reform; facilitate organizational change at the local and state level
  • May be assigned the responsibility to collect and provide necessary information and direction regarding the Council's political and legislative activities
  • Ability to participate in trainings identified by WEA
  • Provide staff liaison/serve on WEA committees as assigned; participate in WEA shared staffing assignments, including assignments throughout the State of Washington
  • Regularly attend and participate in WEA staff meetings
  • Complete other duties as assigned

Minimum job requirements and essential functions

  • Bachelor's Degree or comparable experience.
  • Demonstrated history and/or experience working with communities of color and/or with historically underrepresented groups to enhance civil rights; experience with union activism and/or political engagement on behalf of civil rights issues.
  • Ability to compose documents under pressure; strong ability to communicate verbally, in writing and through various media.
  • Ability to think creatively to resolve problems, issues, and conflict.
  • Demonstrated successful experience in:
    • Organizing to build strong locals
    • Commitment to member-driven and organizing union culture
    • Knowledge and experience in state and federal educational reform issues
    • Collective bargaining and knowledge of the principles of collaborative and interest-based bargaining, problem-solving and alternative dispute resolution

  • Working knowledge of school district budgets and education funding in the State of Washington.
  • Ability to coordinate personal workloads and schedules in a fast-paced working environment.
  • Ability to work with other WEA staff in regional coalitions that focus on member organizing efforts while working collaboratively with leaders, governance, and WEA partners.
  • Ability to create and act within WEA member engagement projects to highlight "how to" leadership in organizing (building capacity at every layer of the organization).
  • Ability to participate in organizing efforts within the AOC while completing field-based demonstration projects and general advocacy support.
  • Ability to establish, track and assess metrics (data) related to organizing goals and membership objectives.  Ability to deliver and communicate about complex member-related data and data associated with building a WEA organizing culture.
  • Ability to organize and mobilize others (both internal and external) around WEA's public policy efforts.
  • Ability to work in a self-directed and efficient manner, maintaining calm under pressure.
  • Ability to think creatively to resolve problems, issues, and conflict.
  • Ability to deliver WEA trainings.
  • Experience or training in traditional and interest-based bargaining and the ability to train members in either style.
  • Ability to compose documents under pressure; strong ability to communicate verbally, in writing and through various media.
  • Ability to travel both in and outside the State of Washington.
  • Ability to obtain a valid Washington State driver's license, have a satisfactory driving record, and a dependable automobile for Association travel. Proof of automobile insurance with liability limits of at least $100,000/$300,000 required.
  • Willingness to take temporary assignments in other state locations as required by the work.

Preferred job requirements

  • 5 or more years working as an organizer in an education union setting
  • 5 or more years' experience with internal, new member and/or community organizing
  • Experience as an education employee or working directly with education employees
  • Staff or Association leader experience in education associations, local, state, or national school employee organizations, or professional organizations
  • Knowledge of special programs, i.e., special education, bilingual, gifted, etc.
  • Experience in facilitating organizational change
  • Experience as a UniServ staff or comparable union work
  • Knowledge and awareness of poverty issues and their impact on student achievement
  • Knowledge of Common Core State Standards and the four-tiered evaluation system
  • Experience with media technology

Salary range and benefits

Annual salary range: Level V (E) - $109,304 to $155,912
