Job Description – UniServ Rep – Lake Washington UniServ Council


Supervision: The successful applicant will function as a member of the Advocacy & Organizing Center of the Washington Education Association. The representative shall report to the Director or Designee of the Advocacy & Organizing Center.

Location and Demographics:   The Lake Washington Council office is located at 10604 NE 38th Pl. – St. #212 – in Kirkland, WA.

Currently, the Lake Washington UniServ Council supports the 2000+ certificated staff members of the Lake Washington Education Association.  The Council is committed to leadership development and invests significant resources to support the growth of leaders.  The Council works with a high degree of collaboration within and between our three Competency-Based teams: Governance/Finance, Advocacy/Leadership, and Communication/Organizing.  The Competency-Based model is organized to give members the opportunity to lead, learn, and broaden the impact of the Lake Washington UniServ Council.

The Lake Washington UniServ Council currently negotiates exclusively with Lake Washington School District, the third largest district in Washington, with an enrollment of 30,000 students.  Interest-based bargaining is used in nearly all negotiations with the district.  Labor relations with the Lake Washington School District are typically very collaborative.


Responsibilities


Primary responsibilities of the position:

  • Support and advance the mission, goals, core values and priorities of the Lake Washington UniServ Council and the WEA 

  • Assist the Lake Washington UniServ Council and the WEA in the development and implementation of systems, programs and organizational strategies that create a member-driven culture
  • Assist the Lake Washington UniServ Council and WEA, through cross-functional collaboration, in developing and delivering dynamic organizing trainings for leaders, members and staff
  • Organize to build a strong union at the Lake Washington UniServ Council and in every local worksite  
  • Assist the WEA and Council in building and exercising power at the state and local level

Advocacy

Provide support of state and local advocacy efforts as assigned, including, but not limited to:

  • developing and delivering trainings in the areas of member rights, advocacy, collective bargaining, political campaigns, organizational development, strategic planning, and organizing
  • working with leaders and members to develop and implement action plans
  • contract negotiations/maintenance through grievance processing, mediation, and arbitration
  • organizational and professional development through training, consulting, and facilitation
  • membership recruitment and development
  • political action activities and lobbying support
  • developing relationships and working with broad-based organizations to support the goals of the Lake Washington UniServ Council and the WEA
  • coordinate professional development/training efforts to address member professional issues and needs
  • facilitate internal and external communications
  • Establish/maintain positive working relationships with Council leadership, local leaders, staff, and WEA management
  • Work collaboratively with staff, work teams, locals, districts, and community groups where appropriate
  • Promote and support education restructuring and reform; facilitate organizational change at the local and state level
  • May be assigned the responsibility of collecting and providing necessary information and direction regarding the Council’s political and legislative activities
  • Ability to participate in trainings identified by WEA
  • Provide staff liaison/serve on WEA committees as assigned; participate in WEA shared staffing assignments, including assignments throughout the State of Washington
  • Regularly attend and participate in WEA staff meetings 
  • Complete other duties as assigned

Organizing

  • Help facilitate the creation of local organizing structures that build capacity, full member engagement and mobilization around identified local and state issues
  • Develop organizing activities within the local that assist members in achieving their goals and the goals of the Washington Education Association
  • Assist in advancing a member-driven and organizing union culture
  • Ability to create and act within WEA member engagement projects to highlight “how to” leadership in organizing (building capacity at every layer of the organization)
  • Ability to work with other WEA staff in regional coalitions that focus on member organizing efforts while working collaboratively with leaders, governance, and WEA partners
  • Ability to participate in organizing efforts within the AOC while completing field-based demonstration projects and general advocacy support
  • Ability to organize and mobilize others (both internal and external) around WEA’s public policy efforts
  • Ability to establish, track and assess metrics (data) related to organizing goals and membership objectives; ability to deliver and communicate about complex member-related data and data associated with building a WEA organizing culture

Minimum job requirements and essential functions

  • BA degree or comparable experience
  • Demonstrated history and/or experience working with communities of color and/or with historically underrepresented groups to enhance civil rights; experience with union activism and/or political engagement on behalf of civil rights issues

    • Designing, developing, delivering and implementing member training programs
    • Problem-solving and other mediation of sensitive interpersonal situations

    • The ability to work well in teams, including providing cross-organizational support to other areas of the organization
    • Working knowledge of school district budgets and education funding in the State of Washington
    • Ability to coordinate personal workloads and schedules in a fast-paced working environment
    • Ability to work in a self-directed and efficient manner, maintaining calm under pressure.
    • Ability to deliver WEA trainings
    • Experience or training in traditional and interest-based bargaining and the ability to train members in either style
    • Ability to travel both in and outside the State of Washington
    • Ability to obtain a valid Washington State driver's license, have a satisfactory driving record, and a dependable automobile for Association travel. Proof of automobile insurance with liability limits of at least $100,000/$300,000 required
    • Willingness to take temporary assignments in other state locations as required by the work
    • Ability to compose documents under pressure; demonstrated ability to communicate verbally, in writing and through various media
    • Other duties as assigned

Preferred job requirements

  • 5 or more years working as an organizer in an education union setting
  • 5 or more years’ experience with internal, new member and/or community organizing
  • Experience as an education employee, or working directly with education employees
  • Staff or Association leader experience in education associations, local, state or national school employee organizations, or professional organizations
  • Knowledge of special programs, i.e., special education, bilingual, gifted, etc.
  • Experience in facilitating organizational change
  • Experience as a UniServ staff or comparable union work
  • Experience with media technology

Salary range and benefits


Annual salary range:  Level V (E) - $103,029 to $146,957
