Submitting Proposals to RA

WEA is a member-driven, democratically governed organization, and the annual Representative Assembly (RA) is its chief policy making body. At RA, delegates hear proposals, which, when passed, set the organizational priorities for WEA for the coming year.

4 Steps to Submit a Proposal

  1. Determine which type of proposal you wish to submit by reviewing the excerpt from the Standing Rules and Adopted Procedures that defines and describes each type of business submission.
  2. Use the templates and RA floor document examples to draft your submission.
  3. Review the business submission flowchart to see what will happen once you submit your form.
  4. Submit the Business Submission Form. Once you submit your proposal using the business submission form, your proposal will go to the Documents and Resolutions (D&R) intake queue.

*Any proposal can be withdrawn at any time before it is moved and seconded before the body.
** Amendments to Standing Rules and Adopted Procedures can also be submitted any time after the debate on pre-filed amendments if the WEA Board or the RA body agrees to consideration.

Standing Rules Excerpt – Definitions and Descriptions

Documents and Resolutions Work Team

The Documents and Resolutions Work Team (D&R) reviews all proposals submitted for consideration at WEA RA. The Documents and Resolutions Work Team is typically on hiatus from mid-June through September. Reach out to D&R with your questions. 2023-24 work team members are listed below.

D&R and Your Proposal
Proposed Amendments, New Business Items, and Resolutions to be presented at the WEA Representative Assembly are processed through the WEA Documents and Resolutions Work Team using the appropriate forms. Documents and Resolutions will assist any affiliate or individual delegate in editing, publishing, and obtaining consideration for any proposal submitted.

Documents and Resolutions will edit any proposal submitted to conform to the appropriate format and language. After any substantive editing, the submitter will be contacted prior to submission for the RA at the email address or phone number given on the submission form.

Because NBIs may have a cost associated with the requested action(s), there will be an estimated cost assigned to the item. During RA this tends to be referred to as a 'costed' NBI.

All proposals submitted to Documents and Resolutions shall be reported to the WEA Board prior to RA and the Board may take a position at any meeting. The WEA Board, UniServ Councils, Locals, or WEA Caucuses may take a position on any proposal to RA. The Board may also become an additional submitter of a proposal.

Documents and Resolutions Work Team members are available to provide delegate assistance with proposed submissions. Please email the team if you need assistance or Word versions of submission documents. The team will also be available during RA.

All proposals heard by the RA body have to be moved and seconded by delegates in attendance.
